Fix ReadTheDocs build OS and bump version to 0.7.3

Updated .readthedocs.yml to use ubuntu-22.04 for build OS instead of the invalid ubuntu-24.04. Updated CHANGELOG.md to document the fix and incremented the project version to 0.7.3 in pyproject.toml.
