Update Read the Docs config and bump version to 0.7.4

Updated .readthedocs.yml to use ubuntu-24.04 and specify Python 3.13 in the build tools for compatibility with Read the Docs V2. Incremented project version to 0.7.4 and documented the changes in CHANGELOG.md.
