please_pex 3.0.2-windows.3 (windows_amd64)

A windows_amd64 build of please_pex, which upstream does not publish, built from the windows branch of this fork at 3f379e7. A pex that is not zip-safe locks its cache with msvcrt rather than portalocker, which needs pywin32 on Windows. Every other platform still comes from please-build.
