• Allow source-row semantic evidence to satisfy a broader income_range filter when the source row range is contained within the aggregate filter
• Add a focused agent-acceptance regression for 500k_plus facts evidenced by 500k_to_1m and 1m_plus source rows
• Extend the SOI Historic Table 2 state AGI taxable-interest package test to build the source suite and assert row semantic validation passes

Context

The merged taxable-interest source package can aggregate 500k_plus facts from narrower source rows. Exact string matching caused false row_filter_value_mismatch errors during full bundle builds.
