Normalize Microcosm targets and refine calibration navigation

Summary

• Move calibration-target navigation beneath the fit map, remove the redundant sidebar item, and preserve working return navigation on the target page.
• Add a visible target-data loading state and revise the calibration overview text.
• Detect legacy, explicitly structured, and mixed calibration-diagnostics representations and normalize each through a dedicated reader.
• Preserve current US release identities and groupings with a pinned regression fixture.
• Document the supported data structures and add representation, normalization, compatibility, and country-conformance coverage.
• Extend the Microcosm release fetch timeout to 120 seconds.

• bun test: 272 passed, 0 failed
• bun run lint: passed
• git diff --check: passed

Visual verification

The dashboard changes require manual inspection in the local preview.
