Replace old changelog_entry.yaml check (which looked for deleted changelog_entry.yaml file) with towncrier fragment check in changelog.d/. Update versioning.yaml to use towncrier build instead of yaml-changelog. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
