Update lockfile for Python 3.14

Summary

• refresh locked pydantic/pydantic-core so local Python 3.14 no longer hits the PyO3/jiter build failure
• refresh locked numpy/pandas/scipy/scikit-learn/statsmodels to patch versions with Python 3.14 wheels on macOS
• keep this separate from the target_filters API change merged in Add target-specific QRF fit filters #190

Tests
