Summary

  • Expand parameters/gov/dcms/README.md from the bare # DCMS acronym to the full Department for Culture, Media and Sport, matching the pattern used for DfT / DfE / DHSC / Revenue Scotland / Welsh Revenue Authority / HM Treasury.
  • Add parameters/gov/dcms/index.yaml so DCMS has a metadata label / description in the parameter tree, matching the pattern used for Ofgem, BoE, Treasury, Revenue Scotland, and WRA.
  • Add variables/gov/dcms/README.md so the variables side has the same heading the parameters side does, matching the pattern used for variables/gov/dft/README.md and variables/gov/local_authorities/README.md.

Closes #649.

Test plan

  • Parameter tree still loads — verified CountryTaxBenefitSystem().parameters.gov.dcms now exposes label=DCMS from the new index.yaml, and the bbc subtree is still reachable.
  • CI green.
