CMS has published the 2026 Marketplace Open Enrollment Period Public Use Files. upstream/main has ACA spending/enrollment source files through 2025 and aca_marketplace_state_metal_selection_2024.csv for state metal-selection targets.
Add the 2026 Marketplace PUF source where it matches current calibration target definitions, and keep this coordinated with #805 and #861 so we do not duplicate or conflict with the broader ACA target cleanup.
