Program
Vermont Premium Assistance (VPA), administered by DVHA through Vermont Health Connect, is a pre-existing state premium subsidy that reduces the §36B applicable percentage by a flat 1.5 percentage points for APTC-eligible enrollees (i.e., a premium cut equal to 1.5% of income). Vermont also runs a separate state CSR boost.

- APTC-eligible enrollees at or below 300% FPL.
Benefit design
Subtract 1.5 percentage points from the federal §36B applicable percentage before computing the required contribution, lowering the net premium by 1.5% of household income. A separate state cost-sharing reduction boost applies.

Reference implementation pattern
Directly reuses the Maryland Premium Assistance pattern (issue #9217 / PR #9218): a state-modified target percentage compared against gov.aca.required_contribution_percentage, with the SLCSP gap and post-APTC cap. VT is the cleanest analogue — the state schedule is simply the federal applicable percentage minus 1.5pp.
