Add telemetry

Adds telemetry

New optional config variables are:

TELEMETRY - The URL to report bridge-watcher heartbeats to
USERNAME - The username for the bridge-watcher heartbeat URL
PASSWORD - The password for the bridge-watcher heartbeat URL
