Signed commits were made mandatory recently.
The auto-commit action did not sign them till now. To enable doing so would require setup like https://github.com/stefanzweifel/git-auto-commit-action/blob/master/EXAMPLES.md#sign-automated-commits-with-gpg
This increases complexity.
Hence lets change it to PR route for now.
