What changed

• promotes the full staged OCR97 public tree from the current Engineering source into the public GitHub repo
• adds the previously unpushed benchmark campaign and scanned-fallback queue artifacts
• removes the older engine_registry.py surface and its matching test
• carries forward the real-routing, mixed-corpus, release-grade, truth-runner, and overnight benchmark updates
• makes the hardware proof test suite behave correctly in a standalone public repo by skipping Sky-only integration tests when Sky is not installed

Why it changed

The public GitHub repository had only received the narrow real-routing benchmark slice on July 22, 2026. The active local OCR97 public candidate was materially ahead and no longer matched the public repository state.

Impact

• GitHub now has the full current OCR97 public surface under review instead of a partial three-file update
• the public test suite runs cleanly in a standalone OCR97 environment
• the public repo reflects the intended removal of engine_registry.py and the addition of the week benchmark campaign files

Validation

• C:\Windows\py.exe -3 tools\\ocr97_public_release_audit.py --root <repo>
• C:\Windows\py.exe -3 -m pytest tests -q with PYTHONPATH=<repo>\\src
• result: 117 passed, 4 skipped

Notes

The 4 skipped tests are the Sky calendar/report integration tests from tests/test_hardware_proof_sequence.py. They are intentionally skipped when the standalone OCR97 repo is tested without the private Sky package installed.
