Add monitoring API (#45)

* modified stats collection to use channels

* Normalize cpu_usage_%

- Modified the get_cpu_and_memory_usage function to normalize CPU usage to a 0-100% range by dividing the cpu_usage value by the number of logical CPUs (system.cpus().len()), as recommended by sysinfo documentation.  This is necessary because sysinfo's cpu_usage aggregates usage across all CPU cores, potentially exceeding 100% on multi-core systems. Dividing it by number of cpus ensures it reflects usage relative to a single core.
