Adds PrismLib.UI.InfiniteDrag, backing Sapphire's scrub-to-change-a-number labels. It existed
in Sapphire's source since before PrismLib was split into its own repo and never made the
move — invisible until a mod actually builds against a real release instead of a stale local
copy. Step() tracks the cursor directly (no OS-sensitivity guesswork); true wrap-past-the-
screen-edge is intentionally not implemented yet (needs native interop this repo can't verify
pre-release) and simply stops at the edge instead, same as the existing non-infinite fallback.
