DWA Enhancements

1. Allow table swap load when Table doesn't exist.
2. Removed Pipelined parameter from Pipeline controller as it was dangerous.
3. Tiggers are now SCH_ or MAN_ Jobs.
4. Json Keys conform to camelCase where possible.
5. CDC table ConfigurationID instead of connectionId to keep Configurations table the only environment specific table

6. Templates now use ABFSS Path and allow for passing in any workspace and lakehouse. This supports wider topology.
