Redirect Creating-database-for-a-new-city to the repo onboarding doc (#4291) The onboarding tooling (`make build-city-data`, `make onboard-city`) and its guide, docs/onboarding-a-city.md, replace the manual QGIS runbook; the last full revision stays linked from the stub. Fixes pano scraper file locations
Redirect migrated dev docs to repo + fix cross-links (#4252) Dev-Environment-Setup, Troubleshooting-Dev-Environment, and Process-for-contributing-new-code now live in the repo (PR #4294). Replace them with redirect stubs and repoint Home, _Sidebar, and the Creating-database city-table reference at the in-repo docs.
