Project Settings: Enable super user access

Super users currently cannot change project settings for tracing at the project level. This limits their ability to manage organizational settings effectively.

Describe the solution you'd like

• Enhance project settings to grant super users the ability to patch tracing settings at the project level for other organizations.

Original issue

Currently super user doesn't have scope to change the project settings for the tracing at the project level, make an enhancement for the project settings to allow the scope for the super-user access to patch the project settings at the project level for other organizations
