docs(plan): record deferred dialog delivery guarantee under M6#10

Residual #6 described the best-effort dialog surface but never tracked the guaranteed-delivery-on-reconnect deferral as follow-up work; the 'noted follow-up' lived only in the PR/changeset. Record it explicitly (deliberately deferred to M6), add the tracked M6 item, and correct the now-stale 'still open under M5: dialog handling breadth' line (it landed in 432e2cc).
