build_release: replace third-party action with host-aware upload (#28)

Drops wangyoucao577/go-release-action (hard-wires api.github.com,
breaks on Forgejo Actions / mirrors) and inlines build+package+upload
using only first-party actions and curl.

Upload step branches on $GITEA_ACTIONS:
  - Forgejo: multipart POST to $GITHUB_API_URL/.../assets
  - GitHub:  raw POST to uploads.github.com/.../assets

Adds workflow_dispatch so the workflow can be triggered manually
(useful on Forgejo mirror repos where release events from upstream
don't always propagate).
