Provenia Verification Reference Package v1.0.0

Initial official release of the Provenia Verification Reference Package.

This release establishes the versioned public reference for independent verification of Provenia Dossiers.

It includes:

• official verification methodology;
• verification specification;
• current Provenia Ed25519 production public key;
• public-key fingerprint and key history;
• Dossier package and verification rules;
• PAdES and final signed-PDF SHA-256 verification requirements;
• Ed25519 signature verification rules;
• institutional public-key trust validation;
• RFC 3161 timestamp verification requirements;
• Record-chain validation rules;
• guidance for optional local verification of original Record files.

This release represents an immutable verification reference state. Future changes to the verification specification or trust resources must be published as a new version rather than changing the historical reference used by previously issued Dossiers.
