QtSharp 0.1.0

Two packages, both Windows x64:

• QtSharp.Api - the binding: reference it and write Qt applications in C#. It carries
  the native wrapper and the Qt runtime, so no Qt SDK or C++ toolchain is needed.
• QtSharp.Tools - the Qt command-line tools (rcc, uic, lrelease,
  lupdate) plus MSBuild QtResource support for compiling .qrc files.
