Summary

• Pillar 1 was red: after Language: child class const visibility narrowing accepted — Zend Access level fatal (Zend/zend_inheritance.c) #22929, release-readiness failed check-selfhost-spine-coverage-sync on missing lib/Compiler/ClassConstVisibilityInheritCheck.php (6516/6517), then north-star5-verify-fast / user_release_ready: no.
• Add the require_once to compiler_lib_spine_smoke/main.php, bump spine footnotes 6513→6517, regenerate inventory/profile.
• Restamp prelinked/bootstrap-gen0 sidecar SHA-1 + lowering_source_fingerprint to live ca66dbcc… after concurrent master drift (Self-host M5: bootstrap-inventory argv driver size floor — grow beyond 451KB stub #8713). Honest verified-fresh remains on Gen-1+ #1492: committed gen-0 seed cannot be rebuilt — refresh OOMs at 48 GiB, 44 restamps since the blob last changed (script/bootstrap-refresh-gen0-sidecar.sh) #22642/Bootstrap: unblock gen-0 spine refresh — docblock, ghost require, exclusive launcher (#22642) #22717.
