Tramway Entities Filters

• Added filters support to entities#index pages — configure filters for an entity's index page and show their scopes with counts as collapsible pill buttons
• Added a "Filters" toggle button to show/hide the filter pills, wired up with Stimulus
• Highlighted the currently applied filter button
• Styled the inactive filter buttons and the "Filters" toggle button to match the pagination button style
• Added a button to clear the currently applied filter
• Raised a clear Tramway::Errors::InvalidFilterError when params[:filter] doesn't match a configured filter
• Ignored params[:filter] on pages that don't configure filters, instead of calling an arbitrary scope
