Phase B refinement. PyAuto main perpetually carries workspace-script debt (Build's release.yml reports ready=False with ~180 failures daily, yet the project ships). So a failing workspace validation must not perpetually RED-block the release gate: test_run ready==false now YELLOW (advisory), weight 40->15. Real blockers (library CI / install verification / version skew+mismatch) stay RED. 104 tests green.

PyAuto main perpetually carries workspace-script debt (Build's release.yml has
reported ready=False with ~180 failures for days, yet the project still ships).
So a failing workspace validation must not perpetually RED-block the release
gate. Soften test_run ready==false from RED -> YELLOW (weight 40->15). Real
blockers (library CI / install verification / version skew+mismatch) stay RED.
