I've added a --no-blank option.

In order to make it clear, I mean this style should be accepted:

def split_summary_and_description(contents):
    """Split docstring into summary and description.

    Return tuple (summary, description).
    """

And this one rejected of course:

def split_summary_and_description(contents):
    """Split docstring into summary and description.

    Return tuple (summary, description)."""

both examples above are bad style, tools like docformatter and pep257 should teach people to use the correct, beautiful, style:

    def split_summary_and_description(contents):
        """Split docstring into summary and description.

        Return tuple (summary, description).

        """
