Reliability and hardening patch for the internal-alpha hosted stack. No public
memory contract change; CONTRACT_VERSION stays 0.1.0.

  • Remote libSQL queries are bounded by a wall-clock deadline (#213).
  • Recorder keeps a local transcript cursor, so the Stop hook no longer rereads
    the full transcript each turn (#208).
  • Per-tenant Turso token cache is bounded with LRU eviction (#207).
