Railway deployment fix

• WEBOS_SECRET is now optional; a secure 64-character secret is generated and persisted automatically.
• WEBOS_PASSWORD now accepts 8 or more characters. Longer unique passwords remain recommended.
• Railway's injected PORT is detected automatically.
• Railway is detected at startup and uses unprivileged compatibility mode instead of trying to boot systemd.
• Terminal, files, editor, process monitor, uploads, and downloads work in compatibility mode.
• systemd service controls remain available only with the privileged Linux Docker Compose deployment.
• Added a real Docker CI smoke test for Railway mode, dynamic health checks, and /healthz runtime reporting.
