v3.2.0 - Experimental: Trust Budgeting

This release introduces Trust Budgeting, an experimental, opt-in governance primitive for limiting cumulative privileged authority at certificate issuance time.

Key points:

  • Operates only at certificate issuance time
  • Introduces no runtime monitoring or agents
  • Disabled by default
  • Not a security guarantee

Trust Budgeting is experimental and may change or be removed.
