Prioritize phone access in settings

Summary

• move the existing phone-access card directly below basic settings
• make Quick Tunnel setup discoverable before package usage and permission controls
• document the user-visible ordering contract and the unreleased change

Product decision

This keeps the current visual language and interaction model. The only change is information priority: first-time users can reach phone access sooner, while package usage, permissions, Android-only settings, voice settings, and version information keep their existing behavior.
