Fixes a false baseline-target mismatch for legacy RUNTIME_TARGET_JSON payloads that omit derived execution fields. The startup parser already validates the frozen baseline against the original payload; reconciliation now reuses that validated identity. Broker positions, cash, open orders, recent executions, and local execution ledger remain fail-closed and unchanged. Adds a regression test.
