Fix runtime combo registry dependencies

Summary

• remove direct runtime import of the migrated QuantUsComboStrategies package
• keep combo strategies flowing through the US strategy package catalog/runtime adapter
• sync QPK/US/HK dependency constraints and keep runtime guard failure artifact handling enabled
