fix: demote global and HK global ETF catalog profiles

Scope

• Demote only global_etf_rotation and hk_global_etf_tactical_rotation to research_backtest_only.
• Set runtime_enabled=false, can_switch_live=false, allowed_execution_modes=[dry_run], and the canonical evidence-package block reason.
• Regenerate the catalog assets and add focused regression coverage for both profiles.

Safety

• No runtime target, service, scheduler, workflow, provider, broker, order, or capital mutation.
• OPEN_UNMERGED: merging platform-config.json triggers the Cloudflare Worker deployment and catalog KV sync. Do not merge without HUMAN_QRT_CATALOG_DEMOTION_MERGE_CLOUDFLARE_KV_SYNC_EFFECT_AUTHORITY.

• config and runtime-target validation
• focused + full Python unit tests
• Node worker tests
• Ruff, Python compile/package build, actionlint, whitespace check

Closed unmerged: superseded by the required pre-existing QRT internal dependency-matrix alignment. The catalog demotion will be rebuilt from fresh main only after that separate governance PR is accepted.
