Fix Windows ARM64 and macOS release jobs, VERSION file starting at 0.0.1
- Windows ARM64: install only what the build needs (no zstandard/ordered-set; imageio on macOS only), prefer wheels
- macOS: codesign verify reports instead of failing, retry hdiutil, no
[ ] &&lines under set -e, certificate import step works - version comes from the VERSION file (0.0.1); push to main publishes v, tags still win
- actions moved to Node 24 majors (checkout v5, setup-python v6, setup-dotnet v5, upload v6, download v7, attest v3), ubuntu-24.04
