• HTTP clients can opt into capabilities_from_response(max_request_bytes)
  to learn transport capabilities from their first RPC response, without a
  separate health probe. The initial request is bounded and uncompressed;
  response-size acknowledgement and limits apply from the first response.
• server_capabilities lets application connection pools share negotiated
  capabilities between clients for the same endpoint and credentials.
