Fix macOS Intel runner - macos-15-intel doesn't exist

The runner 'macos-15-intel' specified in commit 6b230239f doesn't exist.
GitHub only provides macOS 15 on Apple Silicon runners, not Intel.

Switch to 'macos-13-xlarge' which is the available Intel runner for
macOS builds. This fixes the issue where macOS builds weren't running
at all in GitHub Actions.
