Bug Fixes

• Fixed CI tests that were failing due to missing \opencode.json\
• Added mock config creation in GitHub Actions workflow
• Updated tests to handle CI environment properly

What was happening

Tests were failing because:

1. CI environment has no ~/.config/opencode/opencode.json\
2. Setup wizard was exiting with error
3. E2E tests couldn't run properly
