RGC-Chart 0.0.2 - Quaver Support

• Finally added quaver support for parsing and writing

Breaking Changes

• Old interface parse::parse_osu replaced with parse::from_osu() and convert::convert_to_osu replaced with write::to_osu
• Removed Object & Row count

• Reworked the Timeline for Osu to make it generic for Quaver
• Releases from now on will be prefixed with 'v'
