feat(apply): add head-of-engineering CV (shadcn/ui) - #83

A targeted, recruiter-facing CV for Head of Engineering (Crypto / Fintech) roles. Dark premium theme, noindex, RSC + SSG (same pattern as /apply/superteam). - Vendor shadcn/ui (Card, Badge, Button, Separator, Avatar, Tabs, Tooltip) + cn util + components.json. Tailwind v4 / React 19 / Next 16 compatible. - hoe.css: page-scoped dark theme via @theme inline mapping to --hoe-* vars defined only under .hoe-page, so the global cream brand tokens in globals.css are completely untouched. Includes print stylesheet. - Route sections: hero, animated metrics, profile, signature security-audit win, experience, selected work (flagship + 2x2), capabilities tabs, security expertise grid, leadership principles. - PrintButton island (window.print -> print CSS). - data/resume.yml: de-anonymize Arbital.xyz + title -> Tech Lead, Agentic Terminal (NDA lifted, public). Update resume + superteam tests accordingly.
