docs: record and resolve iss-108 (release-gate self-reference, not systemic)#100

…stemic) Captures the iss-35 gate self-reference honestly and resolves it: fixed in PR #99 for abcd-cli's own CI, and VERIFIED not systemic for managed repos — abcd ships/scaffolds no release workflow (launch payload excludes .github/, ahoy/launch write no CI, lifeboat only reads .github/workflows as a source signal). Corrects the original capture's overstated managed-repo framing. DECISIONS.md records the finding; a future release-scaffolding intent should carry the fixed two-commit pattern. Records and resolves iss-108, the release-gate self-reference surfaced during the v0.3.0 cut.
Resolution: fixed in PR #99 for abcd-cli's own CI (release.yml now arms receipt_gate with the reviewed content commit — HEAD^2^/HEAD^ from a full-history checkout — so subject==armed-commit holds without self-reference; check-reviews.sh RD001 exempts sha-keyed receipt dirs). v0.3.0 published successfully through the fixed gate (its first-ever successful run).
Corrected framing: the original capture called this 'systemic for managed repos', but that premise is false and verified so — abcd ships/scaffolds no release workflow:
launch-payload.jsonexcludes.github/, ahoy/launch write no CI, and lifeboat only reads.github/workflowsas a source-grounding signal. The flaw had no managed-repo reach. If a future intent ships release scaffolding, it should carry the fixed two-commit (roll → receipts) pattern. The issue moves open → resolved; DECISIONS.md records the finding.
