Update Commander GitHub Actions to Push to DockerHub

Upon successful build, images should be created for both the Java JAR version of the app as well as Gradle and pushed to RESO's DockerHub account.

Currently these images go in the Amazon Elastic Container Registry but they can be public and the jobs that depend on these images in AWS should use DockerHub instead.
