MODEM73 Android initial 1.0.0 release

Turn any Android phone into a MODEM73 software modem that works with any HF, VHF, or UHF radio.

Install with Obtainium by adding https://github.com/RFnexus/modem73-android, or download the APK below.

Requires Android 9 or newer on an arm64 device. As this is a new build, please report any issues using the GitHub "Issues" tracker.
