OpenCollab-Eval 0.5.1 is a GitHub prerelease. It fixes legacy per-instance

Signing and publication note

Per the maintainer's explicit authorization for this task, this release uses
an annotated unsigned tag because no local GPG or registered SSH signing key
was available. The tag is not lightweight and must not be moved or replaced.
The GitHub Release is published as a prerelease while OpenCollab-Eval remains
Alpha. PyPI publication is not part of this release.
