Ported all the rules to 1.17(existent), 1.18.2, 1.19.4, 1.20.6 and 1.21
Also, added the Stonecutter Gradle plugin with versioned comments to have a better future-proof maintenance.
(Not that tested because I'm lazy to test in all versions, but it should work)
