docs: add bilingual Harness VLA publication pages

Summary

• Add English and Chinese publication pages for Harness VLA: Steering Frozen VLAs into Reliable Manipulation Primitives via Memory-Guided Agents.
• Add the Harness VLA framework figure and summarize the framework and benchmark results based on the paper.
• Rename the visible documentation section from Awesome Works / 优秀工作 to Publications / 论文, while keeping the existing internal awesome_works paths.
• Standardize capitalization for selected documentation titles and navigation entries.

Validation

• English Sphinx documentation builds successfully with warnings treated as errors.
• Chinese Sphinx documentation builds successfully with warnings treated as errors.
• English and Chinese navigation, images, and local language switching were checked in the rendered documentation.
