Initial packaged release for the SEO polish workflow.

Highlights:

• Publishes the CLI-centered runtime package set; @seo-polish/sdk is intentionally private and excluded.
• Adds release verification, package manifest validation, tarball generation, and an optional GitHub Actions npm publish job.
• Keeps the project under the SEO Polish Non-Commercial License v1.0; commercial use and commercial-work use remain prohibited.

Verification run locally before release:

• pnpm format
• pnpm release:verify

Note: the attached tarballs are release inspection artifacts until the ordered npm publish has completed, because the CLI depends on the internal @seo-polish runtime packages.
