Port the SLES support declaration from the downstream 1.5.1 docs to the ROCm release-v1.5.1 branch. Adds SLES 15 / 16 to the OS & Platform Support Matrix, the v1.5.1 release notes (with the SUSE Ready catalog link), and the precompiled-driver OS reference tables.
