Pin ruff below 0.16 so the auto-fix bot stops rewriting docs - #547

lint.yml installs ruff unpinned, runs 'ruff format .', then commits and pushes the result back to whatever branch it ran on. ruff 0.16.0 began formatting Python code blocks inside Markdown, which brings 32 previously-ignored files into scope and reformats six of them: README.md, docs/index.md, docs/conceptual/programming-model.md, docs/conceptual/taxonomy.md, docs/reference/gluon/overview.md, docs/reference/triton/overview.md The effect is that any branch pushed to this repo gets an unrelated docs reflow committed onto it by github-actions[bot] within minutes, attributed to whoever opened the PR. Bisected against the current tree: 0.15.22 and every earlier release back to 0.11.0 report '287 files already formatted'; 0.16.0 and 0.16.5 report '6 files would be reformatted, 313 files already formatted'. There is no release between 0.15.22 and 0.16.0, so the boundary is exact. Pinned with an upper bound rather than an equality so patch releases still land. Adopting the Markdown formatting is a deliberate follow-up: bump the ceiling and take the reflow in one commit.
