Summary

• Reverts Reduce Hermes Sentry noise for expected operational failures #67 and Downgrade activity history Bungie timeout logging (SERVICES-1K) #68 — restores Error logging and Sentry reporting for Hermes worker failures and activity history errors (no Warn downgrades, no Sentry filtering)
• Root-cause fix for SERVICES-2C: StorePGCR now re-resolves activity hash from raw PGCR via ResolveInstanceActivityHash before insert — fixes process-missed-pgcrs cron and stale queue messages that still had playlist wrapper hash 153253948
• Closes Fix missed-PGCR pantheon hash + processor log noise (SERVICES-2C) #69 (wrong approach: warn downgrades + benign-error suppression)
