Vibepollo Native AMD AMF Encoder Tester (2026-07-14)

AMD-only tester build for Nonary/Vibepollo PR Nonary#295.

Live-incident fix:

• Prevents an IDR-only refresh from retrying without waiting for a new capture when AMF still owns the replay surface.
• Paces rejected fresh-input retries at 1 ms and falls back to legacy AMF if acceptance stalls for 500 ms.
• Advances the native frame index only after AMF accepts input.
• Renames the diagnostic counter to encode_attempts so rejected calls are not reported as encoded frames.

Validation:

• Standalone AMF lifecycle test passed with -Wall -Wextra -Werror on Linux and Windows.
• 50/50 Windows native-AMF lifecycle tests passed.
• 8/8 frontend config-field schema tests passed.
• Installed locally; service reports this exact version/commit and native H.264, HEVC, and AV1 probes pass.
